BACKGROUND:

Elvina Stegall is a dynamic force for community transformation, advocacy, and strategic growth. A proud native of Chicago, Illinois, and alumna of Governors State University, Elvina holds a graduate degree in Political & Justice Studies and a Master of Health Science with a concentration in Addiction Studies. She is certified in Alcohol and Drug Counseling, DUI Counseling, and Domestic Violence Counseling, bringing over two decades of hands-on expertise to the human service and behavioral health fields.

As the Founder and CEO of Lakar Enterprise Corp, Elvina has dedicated her life to improving the quality of care and life outcomes for individuals and families impacted by substance use, violence, incarceration, and systemic barriers to health equity. Her leadership spans the delivery of trauma-informed services, advocacy work, and innovative prevention programs that empower communities most in need.

Elvina currently oversees the Gambling Prevention and Education Outreach Grant, where she has not only met but exceeded performance benchmarks for over two years. Her work continues to set the standard for prevention education and outreach in high-risk communities.

In her expanded leadership role as Core Investor and Grant Management and Development Assistant Director at Vision & Legacy Capital Group, Elvina supports the strategic growth of the organization through grant research, partnership cultivation, and collaborative funding initiatives. She works closely with the executive development team to align capital investments with community-focused development projects ensuring that the group’s mission to build wealth and revitalize neighborhoods remains rooted in equity and sustainability.

Known as a go-getter and legacy builder, Elvina is fiercely committed to uplifting others and educating communities about policies and systems that disproportionately affect the underserved. She passionately believes in creating access to opportunity and healing for those impacted by addiction and trauma. Her personal approach is rooted in empathy, hope, and the unwavering belief that change is possible for everyone.

In addition to her professional endeavors, Elvina is the creator of Whose Deal Playing Cards, a unique deck designed to foster connection and reflection. In her free time, she enjoys reading, conducting research, playing cards, and spending time with her family.
